The authorities are not answering me

If the maximum period passes without a reply, in many procedures your application is deemed granted (silencio administrativo); if it is deemed refused, you can appeal at any time.

In procedures you start, silence usually means yes, unless a law says otherwise.

If silence means no

You can appeal at any time from when the silence takes effect.
